| When companies begin looking at locating or
growing in Hocking County, they find a powerful ally in the county's Community Improvement
Corporation (CIC). Hocking's CIC, unlike many of its
government-supported counterparts in the region, is
privately funded. And while it works closely with city and county governments, it also has
the ability to move quickly--without waiting for elected officials to approve
decisions--when a development opportunity presents itself.
That private structure also permits the CIC to develop
projects using competitive, not the "prevailing" wages required on
